  16. <p>Economic chaos and corruption charges may topple Brazil's Collor
  17. </p>
  18. <p>     Fernando Collor de Mello won the Brazilian presidency in 1989
  19. by reaching out to the descam isados, the country's shirtless
  20. poor. Now Brazilians by the thousands are putting on shirts--black ones--to demonstrate their disgust with a Collor regime
  21. that is haunted by scandal and economic failure. An inflation
  22. rate of 20% a month and record unemployment had already eroded
  23. support for the once popular Collor even before congressional
  24. investigators recently uncovered a kickback and bid-rigging
  25. racket engineered by top presidential aides. The embattled
  26. President made the mistake of asking followers to dress in green
  27. and yellow, the national colors, to show support. Instead,
  28. thousands of demonstrators draped themselves in black and
  29. paraded through major cities chanting, "Collor out!" The
  30. demonstrations persuaded many politicians to bail out of the
  31. Collor camp and join growing support for an impeachment motion
  32. that will be put forward to Congress perhaps as soon as this
  33. week.

  35. <p>     The most troubling question now is who, or what, will
  36. follow Collor. So far the Brazilian military has shown no desire
  37. to retake the power it held for 21 years before 1985. But
  38. Brazil's democracy is still such a fragile structure that a long
  39. and painful impeachment process could do irreparable harm. More
  40. and more Brazilians are convinced that the best solution is for
  41. Collor to resign. But that, Collor has said several times, he
  42. will never do.
